TAMPA, Fla. — Gov. Ron DeSantis on Monday signed a legislation package aimed at curbing the influence of foreign terrorist organizations in Florida, a move he characterized as the “strongest action” any state has taken to combat both overt and “stealth jihad.”
Lt. Gov. Jay Collins and legislative leaders attended the press conference in Tampa while DeSantis used the signing of HB 1471 to target specific groups, including the Muslim Brotherhood and the Council on American-Islamic Relations, or CAIR, while introducing new state-level powers to designate terrorist entities.
“We have some problems in this country more than we should with international terrorism,” DeSantis said, citing a recent incident at Old Dominion University as a catalyst for the state’s proactive stance. “This legislation will help the state of Florida protect you, your tax dollars, and things that should not be happening in the United States of America.”
Rep. Hillary Cassel, the sponsor of the bill in the Florida House, celebrated the signing in a post on X.
“Thank you Gov. Ron DeSantis for signing HB-1471 into law. I was proud to sponsor this legislation – reinforcing the supremacy of the U.S. Constitution and Florida law while ensuring taxpayer dollars are never used to support institutions tied to terrorist organizations,” Cassel said. “In Florida, we will do whatever we can to keep the people of Florida safe and secure from extremism.”
The bill establishes a formal statutory framework for the Florida Department of Law Enforcement, or FDLE, to identify and designate foreign terrorist organizations. While such designations are typically the purview of the federal government, DeSantis argued that Florida must act independently to protect its institutions.
Key provisions of the legislation include:

State terrorist designations: Providing a legal process for Florida to flag and “de-fund” groups aligned with international terrorism.

Felony penalties: Making it a felony to provide “material support”—including money, weapons, or military training—to designated groups.

Voucher restrictions: Prohibiting private schools that receive state vouchers from affiliating with students or organizations that promote “extra-legal violence.”

University oversight: Barring public universities from using state funds to promote “terrorism or jihad.”
