Except that the bullying and intimidation tactics have been implemented under Obama.

White House spokesman Jay Carney said, in response to a question about the I.R.S. targeting conservative groups, that the I.R.S. is run by a George W. Bush political appointee:
“I.R.S. is an independent enforcement agency,” said Carney. “The — which I believe, as I understand it, contains only two political appointees within it. The individual who is running the I.R.S. at the time was actually an appointee from the previous administration.”
“Independent”, my ass. They’ve done quite a bit of politically motivated dirty work for B. Hussein.
The IRS illegally confiscated 60 million health records from an insurance company or repository of insurance records.
……Of the 10 million individuals whose medical records were taken it is believed nearly 90% live outside of California making the IRS theft one of truly national significance. The records stolen are said to include those of every state judge in California, all state court employees and “…prominent citizens in the world of entertainment, business and government, from all walks of life.” The medical information includes “… psychological counseling, gynecological counseling, sexual or drug treatment and a wide range of medical matters covering the most intimate and private of concerns.”
Why would they seize that information unless they were on a digging expedition for dirt.
Obama makes a funny, with ominous overtones.
At his Arizona State University commencement speech last Wednesday, Mr. Obama noted that ASU had refused to grant him an honorary degree, citing his lack of experience, and the controversy this had caused. He then demonstrated ASU’s point by remarking, “I really thought this was much ado about nothing, but I do think we all learned an important lesson. I learned never again to pick another team over the Sun Devils in my NCAA brackets. . . . President [Michael] Crowe and the Board of Regents will soon learn all about being audited by the IRS.”
Obama has directed the IRS to focus directly on specific organizations, ie: ‘enemies’, such as the Ohio Liberty Council, now known as the Ohio Liberty Coalition, a Tea Party organization.
And just wait until ObamaCare kicks in full force. The IRS will impose and enforce a penalty tax if you don’t have your own insurance. That’s Obama’s Frankenstein, not Bush’s.
